JUnit XML built from each TestReport's own setup/test/teardown structure (via the shared TestReportRowExtractor), not from fhir-frog-ant's older JUnitExecutor.ExecutionResult/TestFailure model - see add-report-export-and-rest-api's design.md, task group 3. One <testsuite> per TestReport, one <testcase> per operation/assertion row (both kinds, not just assertions - an operation can fail before any assertion runs, and dropping that from the output would hide a real failure rather than giving the richer per-step detail this format is for).
